Haryana to have e-challaning system

System to facilitate traffic violation history the driver

The Haryana government has decided to introduce an e-challaning system for better management of traffic rules in the state.

E-challaning system would consist of a computer-based centralised database of vehicles, driving licenses and traffic violations and hand-held devices with the field staff to provide them real time connectivity with the central server, Financial Commissioner and Principal Secretary, Home Department, Krishna Mohan said here today.

He said nearly 4,500 people are killed in Haryana in road accidents every year. At present, the responsibility of enforcing traffic laws in the state is with the traffic police and Transport department.

The system of enforcement of traffic rules is manual.

Erring vehicles or drivers are issued paper challans. The system being manual, the police officials have no access to the past traffic violation history of the vehicle or the driver, he said.

Mohan further said that there being no effective record keeping of payment of fine by the defaulters, the traffic policeman did not know whether the vehicle was stolen or involved in any crime.

The e-challaning system would help in solving all these problems and also in enforcing traffic rules effectively in the state.
