Himachal Pradesh Chief Minister Prem Kumar Dhumal on Sunday accused the previous Congress government in the state of committing irregularities in granting permissions to Jaiprakash Associates Limited (JAL) for setting up a cement plant and a thermal power plant in Solan district.

"All permissions and relaxations to JAL were given between 2004 and 2007 when the Congress government headed by V B Singh was in power...the plants were allowed to come up and almost all works for setting up of plant were completed during the Congress regime," he told reporters here.

His statements came in the wake of Himachal Pradesh High Court imposing a penalty of Rs 100 crore on JAL for violation of environmental laws on May 4.

Dhumal said it was the BJP government which imposed a penalty and recovered lease money of Rs 4.10 crore from the company.

He said detailed project report was prepared by JAL during Congress regime when HPCC chief Kaul Singh Thakur was member of the cabinet and the process for setting up of the plant was completed hurriedly in year 2004 and license was issued in favour of the company.
